Commission Eyes Consolidations, Reserves, and Property Taxes

On Thursday, August 25, the Little Hoover Commission (Commission) will conduct a public hearing on special districts. The hearing is intended to serve as a follow-up to the Commission's 2000 report, Special Districts: Relics of the Past or Resources for the Future? That report put forward five findings and five recommendations related to visibility and accountability, local agency formation commissions, local analytical tools, reserve funds, and property tax allocation.

CalPERS Moving Forward with Risk Mitigation Efforts [Human Resources and Personnel]

CalPERS had two plans that has been under consideration since November of 2014. The board made the decision to move forward with the "Flexible Glide Path" over the more conservative option of the "Blended Glide Path."

Special Districts Join State Leaders at CA Economic Summit

CSDA Pushes Amendments to CEQA Legislation

The California Environmental Quality Modernization Act of 2013, Senate Bill 731 (Steinberg), passed the Assembly Local Government Committee last week. CSDA, jointly with the Public Works Coalition (PWC), opposes the bill unless it is amended to remove new burdensome requirements and clarify its provisions. CSDA and others in the PWC testified in opposition to the bill.

Legislative Hot Issues – Costly Bills Halted

Two bills opposed by CSDA imposed major new costs on special districts were shelved by the Legislature last week. Prior to the scheduled hearing in the Senate Environmental Quality Committee, Assembly Member Campos pulled from consideration AB 543 (Campos), a proposal that would have required a lead agency to translate certain CEQA documents into other languages. Although this legislation is defeated for this legislative year, it can be brought for re-consideration next year.

Legislators have until August 17 to move all bills through the fiscal committees, and then have until the end of the month to have all bills approved and on to the Governor's desk for a signature or veto.

New Changes to GASB Pension Reporting

The changes contained in Statement No. 67, Financial Reporting for Pension Plans, replace previous reporting standards for the majority of public employee pension plans. Changes in Statement No. 68, Accounting and Financial Reporting for Pensions, establish new accounting and financial reporting requirements for government employee pensions. Both measures intend to increase transparency and improve the way governments calculate and report pension costs and obligations.
